We did not start in the zone, yet we received a punishment for ER 1.3 in the middle of the informal process without being asked for a POV.

Additionally, starting on that rooftop should be considered allowed, as there are previous cases where no punishment was issued for the same situation. For example: Reviewed - Pov Req | 48888

ID 1116 and ID 5350 received incorrect punishments, which can be clearly seen from my POV.
