Possible corruption without Bio by FIB Deputy director.

2:04 ( Standing next to NPC possibly changing his name as he got arrested somehow )
3:36 ( Failure to Identify and Failure to comply even in grounds of DOC violating C.O.P 13.12.3 and C.O.P )

I am pretty sure he used the NPC to change the name which is corrupt and not allowed for state employees to do without a Bio so checking his logs might reveal things.
