My guess is that the person who did this is the police or fib, while I can't hit him, he can easily shoot in the green zone.

If you wouldve checked the rules of the purge in the top right or in the chat throughout the whole purge you wouldve seen: "You are permitted to kill inside of greenzones" and "You are permitted to kill inside of organization HQ"
