I was checking some codes in Leo Penal code guide when this guy rammed into me so I checked if that can be rewarded with a fine but then I saw him do burnouts and so I wanted him to get out of the car because I wanted to fine him for TC 3.12 Performing "Burn-outs" and other anti social actions in a vehicle and he didn't get out so I wanted to charge him with PC 3.5 Failure to comply and he got out of the car while I was pointing a gun at him and he just pulled out a gun and shot me without showing any sign of fear

You gave him demands to get out of the vehicle,
So it means he can shoot you without making demands, and it's not Fail RP he has the choice of either to comply or to shoot at you
