Hello higher ups , i just need to know since when it consider a provoking if a guy didn't say leave me alone or he didn't want me to talk to him it clearly show that the player was ok with that he could took it ICly and arrest me as he a cop or make a complaint to the FIB org IC and he could made a ticket from the situation as it was long and the admin could reach there and aware us that it was provoking but it clearly show he ok with it so i don't understand the admin perspective as he punished for provoking with full warning instead of demorgan and the player
