Hello Dear Admins

I reported an Unofficial Family because they gave us demand with these vehicles:
1 car with 2 people
1 car with 1 person
1 car with 1 person

The rule says:

"During robbery of person, armoured car, trucks (any kind of transport) must be at least 2 cars and 4 persons to stop them and rob."

The response i received was that they had 4 people and 3 cars in total so it was allowed.

I just want to understand how this rule works. If thats correct does that mean this situation would also be allowed?

is the rule only based on total number of cars and people or does each car need to have at least 2 people?
if this setup is not allowed then i kindly ask you to review my forum again.

The rule is clear: must be at least 2 cars and 4 persons to stop them...
Atleast 2 cars => It can be 2 cars, or more
Atleast 4 people => It can be 4 cars or more

Rule doesn' say 2 cars and 2 people in each car. So, it can be
2 cars, 4 people
4 cars, 4 people
3 cars, 4 people
