The reviewing administrator says that POV request can be done only of Events. Whereas MPM is an "Event" as it comes under the Event menu just like Mega Mall isnt itself a circled event but still POV requests can be made as it comes under the Events Menu.
The proof that this was MPM event can be seen at timestamp 00:08 where MPM is placed on their house and they are protecting it.
The administrator also did not punished the player for provoking which had nothing to do whether it was an event or not.
