So I was going to casino from ghetto, i didn't had it in mind that black market raid is going on. So, i tried to avoid getting shots and get out from there. All of a sudden 35906 started shooting me w/o any demands. There was no "Dont cross" barrier there. This is gr 6.15. after knocking me out he patched me and confiscated all of my items w/o saying any charges and right and just uncuffed me (fail rp). I checked for his corrupt bio which he doesn't have, so he can't use outcome of detaining someone without valid ic reason.
