This guy had been ramming for way longer, it's just that my screen recorder wasn't on. This all happened in the city, it didn't start from north of the map or ghetto either. There was no IC reason either. Just randomly came and began to ram my car. 
AT 0:23 you can see someone came to check what's going on, 140983 tried to ram him as well by leaving me and running into the gate. Then later also straight head bumped into an LSPD tow truck.
