Family is inactive and not having enough people to maintain unoff, improve and apply later

I am totaly clue less about this being the reason, the moment i took over the family have bin more active then every.
the old family owner had less activity(he got unofficial) then i am having right now in this family.
the day i got ownership of the family we have done events every night(tonight is the 2nd bank robbery, prison break,2x shopping mall offence, taking over business, fam raids every day except yesterday, lost components,etc etc)

in short i don't realy understand why it got rejected with inactivity as a reason while we are more active then the family ever has been with previous owners and the last 2 owners had unofficial with way less activity.

Yeah I mean all families have downtimes and because we are a British family with people in and around the GMT there will be times when we are at school or work and cannot get in city, but most of the time, we have at least 12 online.
