So i was providing medical help to an random police officer, got rammed and died, after few seconds this guy came and finished me without reason.

This isnt a rulebreak.
It didn't count as RDM because you were already unconscious. This doesn't count as mercy killing because you and the other player didn't belong to the same family/organisation in order to avoid RP.
