In this video, he is giving cigarettes to the man in the laundry room in the prison. I've been in jail 3-4 times to talk to the npc, but they don't take it to the laundry room, they say it's closed, or they keep it waiting. how do i do this role???

Admin is not an issue, the issue is blocking the players role, how should I do if it is closed all the time?
