Was headed to capitol from DOC to go off duty then make a car deal with someone but those 2 guys popped out of no where, I was trying to get help from the USSS but my microphone probably needed to be reset "F8" and once I did get downed you can hear his friend fire 3 more shots at his friend to Mercy kill him.
