I have decided to Accept this report.

ID 191 will receive punishment for Event Rule 1.11
(It would be totally different case if you both were outside zone but, in this case he is totally inside circle and you are abusing 5 seconds timer given for leaving zone to shoot him. This still falls under Event Rule 1.11)
(5 seconds timer is provided to come back in zone if you mistakely go outside of zone)​
