Upon reviewing all evidences,
I have decided to Accept this report.

ID 44004 will receive punishment for General Rule 3.2 and GreenZone Rule 1.1
ID 31027 will receive punishment for GreenZone Rule 1.1
ID 185 will receive punishment for FL in GZ.

However,
ID 31199 will also receive punishment for FL in GZ
Also, IDs 42007 & 44004 will not receive punishment for FL in GZ since they already punished in situation by another admin.​
