Gov complete Mess around and VDM person at capitol with insurgent, ( i dont have the part but you can clearly see they go to the front gate )
driving insurgent without any convoy and showing up at store robbery adding to that messing in the department Chat.

this has already been talked with administrators as what was talked about earlier with the high admins. please confirm with GOV curator and state curator on this. Department chat was also talked about with admins, everything was talked about.
