According to what I see ..
If they are robbing as you claim in this place it will consider city
even if the victim run from them from ghetto they will get punishment but they are not ropping
they were help the victim and your friends start attack all of them so they have to kill you and your friends (vagos)
and if some on (was in ghetto) like you or your gang that atacket them ..
They have permission to kill them you run from ghetto to out side but they don't have permission to rop you
and some of them where in ghetto and come from ghetto
So that's what happen and for those people in first POV hmm they were very colse to ghetto we can say it is not 100% city
those people I know them friends put not all of them 1 family ..
I think your POV's not provide 100% of situation and I remember this day vagos was coming specially for them
So from start of the POV you were going to attack them any way and some of you attacket in ghetto
