The first part shown, that person definitely was mixing, however you can't say that since you saw a bloods car arrive at DOC it's a massive rule-break by bloods, that doesn't make sense, You also can't confirm the other players are bloods as well. And the fact that you'd need to request POV from the person inside the bloods car to see if he had shot a single bullet at you, but since you don't have I don't see this as a viable rule-break in general, since these happened not at the same area/time.
