First they CR me to get me to stop. Next they attempted to tell me to stop violating rule 6.16 that you need 2 cars and 4 people. All in POV.

This was clear block from other party so there is No Car Ramming.
About General Rule 6.16, its about person who is getting pulled over
and not about people giving demands to pull over.
