Approved Market - Green zone - Stolen cars

hello there my dear admins. Few days ago we had an issue, my friend got a car, lambo. We are almost 24/7 on market three of us. My friend got stolen car on Beach market close to the bathroms, they didnt accepted it. Next day we decided to do the same on market, and we got warning. SAME spot to be honest. Last night my friend got Lamborghini Diablo on lottery ticket, he turned away to fill the market and his car was stolen on Beach market. When we were accused admins that were there said all beach market is GREEN ZONE and there cant be steeling around it. I really need help of higher admin. My friend put POV yesterday and had proof, definite Khan told him that he should look for the car when it was stolen. And we were uploading POV cuz we had proof. Now my friend paid 250k for the second time for steeling his car from green zone.
Now what are the rules cuz we have 5 situati ons where my friends got stolen car in GZ and 1 where we stole a car in GZ. 4 times that car was stolen from us nothing happend we paid the money to get it out. But when we did the same thing we were warned not to do that. I dont want to say that there is a difference between players but this 5 situations are going in that directions. Ofc the entire beach market is GZ and stealing from GZ is not allowed but i need the ID to punish the guy who broke rule. In ur POV sir there was no id of the suspect . the pov just had the notif of vehicle theft. Are u expecting me to punish some random iD.

In my opinion i wont let any player get punishment who is not guilty.

POV must include ID of person as without POV we cannot see whom is guilty one
