Because ID 58074 did not respond to the requested video on time, I have decided to Accept this report
ID (58074) will receive a punishment for Gen rules 6.2 (CL)
6.2 It is forbidden to leave the RP situation by refusing to continue the RP situation, not accepting / refusing first aid, leaving the game, AFK or entering in an interior and etc. | WARN
However, ID 28046 will also receive punishment for doing Power Gaming (Running while the suspect was in cuffs)
