We can rob in the ghetto without a gang car. The car is needed only if you want to steal cash. It's scripted so if you want to steal cash without a car, you will receive a prompt message saying that you need a car.

Moreover, you had 5000$ on you so there was no point for us to escort you to a car to steal your cash because you have none.

Maybe we robbed you as unofficial and maybe we like the color blue.

No PG is involved in my opinion.
