Mercy Killing is only valid, if you were to kill your friend if they are in an active robbery on them or to finish them on the ground. Doesn't apply to the person who killed you.

why are you just putting question marks youre so helpful, theres an actual greenzone in that area that makes it so you cant shoot whatsoever so if he actually used that greenzone he wouldn't have been killed. the fact i killed him means hes still apart of the ghetto and not the greenzone

if you go into the parking lot properly its an actual greenzone where i physically cannot shoot him not unscripted, he was just parked to far to the edge so blame the game for having a bad greenzone not me
