I have a very simple POV hope u will understand this situation.
In this POV these persons break General Rule 6.16 which is "During the robbery of person, armored car, trucks (any kind of transport) must be at least 2 cars and 4 persons to stop them and rob."

Upon reviewing the evidence,I have decided to Accept this report

ID : 67195 will receive a punishment for Gen rule 6.15

note : where they asked to stop the car and there is no confirmation to rob you where in the above pov id : 67195 started shooting so he will get punishment​
