Mercy killing is where you Kill someone to avoid an RP situation for example someone is being arrested and you kill them. but as stated we were NOT arresting him as we didn't have the time to because of the event.
I don't see how this is Mercy killing when we're not arresting him.

Also as you said It was another FIB officer that shot him down so if it was mercy killing he would have posted it and also we were not planning on taking the 10-15 to DOC during informant which is another reason he was finished.

as a LEO your job is to protect people, and arrest, not protect, defend yourself and kill
you guys had no gun fight around you and were more than capable of detaining or arresting him instead of killing him RPly
