[Best for both of us]

I was going somewhere and saw ID 64461 and 64281 was fidt fighting in the middle of the road . i slowd down to avoid crashing on them as they were in the middle of the road ,then they asked me to stop the car so i stooped on the side of the road and they ask me where im from. i got out and they shook my hands, then ID 64461 hoped in driving seat and did not letting me get into my car . i asked him several times. then id 64287 fined me 5k for parking on the side walk. i asked them several times why they fined me ! they ignored and then ID 64287 said i was pared on the pavement.. but they are the one stoped me and did not let me go untill they fine me .. what kind of scam is this ? they are not even in police uniform. they tasted me too.. i was not awar of this so i couldnt start my pov in time , also my mic was on default in recording so no voice from me but id 64287 reply will confirm you the situation..
