As you can see in the clip, I'm just running to my car without anyone chasing or giving me demands and then comes player 6009 out of nowhere and kills me without threatning or saying anything

ID 6009 will receive a punishement for General rules 6.15

When outside the GHETTO you must engage in RP before shooting someone. For example issue them demands and if they do not listen to your demands within 5 seconds you can shoot them.
