1. No such Rule saying you can't go into City area if you where/are involved into an RP situation.
2. if he engages into a Shoot out in the Ghetto and Runs or scapes into City area, you are allowed to shoot and kill him since he Ran into City area from an active Shootout, only thing is in case if he Runs into a GZ, that is Forbidden.
