Rejected - Rule Brake. (Event 1.2 ID: 36804 | 19432 | 715 | 22809) + Ghetto Rule 1.7 (ID: 715)

I have posted this complaint 2 days ago and I humbly request that it will be reviewed again by a VERY SENIOR ADMIN or the curator.
I'm also adding the rule broken: Event rule - 1.2 It is forbidden to kill/rob/kidnap/etc. before the event starts(10 minutes before), during and 5 minutes after | Warn.
I would like to point out a few things.
1) In the rule, there is no mention of a circle as was replied by the Admin Srivathsav Adari.
2) I was also told that Encashment is NOT an event. (if it's not, why is it part of GOV events page and a mandatory to be done).
3) I was told by the Admin Ulvi Misircioglu by mistake to comply with demands, and after talking to him he admitted he was wrong by the time (he thought it was 6 min past and not 4 min like in POV). (POV of conversation exists and will be supplied if required). further more, Ulvi said that the event is considered over from when the truck disappears, again, no mention of a circle.
4) There are 2 more events (Bank protection and Aircraft protection) that are also without a circle and in both of them the Gangs / Families KNOW that they must abide by this rule. why is this different ?
I am only asking that the involved players will receive the correct punishment.
I know for a FACT that there are a lot of players that are very annoyed with the fact that there is one set of rules for the LEO's and citizens, and another for the gangs.
I understand that there might be a few paying customers in that report, but avoiding punishment for them will result (eventually) with other players not playing or not paying because of the double standards.
I request that there will be NO ACTION taken against the Admin Ulvi, since after our conversation he double checked his decision, understood he was mistaken and apologized. (and yes, in the heat of battle, mistakes can and unfortunately DO happen).
ON the Admin in question (Srivathsav Adari), I do believe that a retrain and relearning the rules will be suffice.
I can understand that he might have a friend (or a few) in the Families gang, but letting friends in the way of decisions will only have a negative affect. (I learned it personally the hard way IRL).
There for I only request that the involved players will receive a warn as it stats by the rule.
