Insufficient Evidence
Only 1 person shot from HQ, as the ID cannot be seen , the person cannot be punished
The gang cannot be punished for 1 person's mistake

However
ID 67807 will be punished for Non-RP driving.
The administrator was no longer there so it will be considered as IC situation
