As you can see in the provided clip , I was trying to cuff him and I cuffed him when he was outside the car and a sec later he sat inside the car .
And I demanded him to stop but he failed to comply to my demands . As it was a area where there was an atm robbery going on , I demanded him not to move and our backup was also approaching the scene by then as you can see in the second clip of the thread . So I want to say that I cuffed him when he was outside the car but in a sec he sat inside ok .
