Luis Holloway was born and raised in London, England. He grew up in the slums of the city, jumping from foster home to foster home, Luis found his “home” in the local gangs in the area. He was a quick learner, being able to pick up skills in robbing, negotiating, and shooting to say the least. He honed his skills while on the streets, learning as much as he could about that entire side of the law. After growing bored of the streets of London, Luis set his sites on Los Santos, a city he planned to quickly take over. And that he did, rising through the ranks of local gangs very quickly. It didn’t take him long before he grew bored of the same old thing. Gang life didn’t seem to change no matter where he went and he grew bored even quicker than he did in London.
After many altercations with the LSPD Chief, Timothy Franco, Luis made himself a new goal. He wanted to work alongside that Chief and see how quickly he could rise through those ranks. Once he was able to join LSPD, Timothy sort of became like a father figure to Luis, teaching him all the possibilities of what he could do in LSPD. Timothy saw the possibilities and the potential that Luis had in the org. Luis managed to prove himself very quickly, even earning himself the Major of Swat with his talents in negotiation and gang knowledge.
