For reviewing admin:

Me and 38989 were chasing these guys for some time as we had ID 942 on the debt collector radar. I finally managed to locate them at SAHP and then I started chasing them. Within a matter of 20s, ID 942 intersected with ID 38989 which was inside the debt collector's car.

My friend crashed into 942 and then hopped out of the car aiming the gun directly at my friend. In my defense, I hopped out and started to shoot them because I felt in danger.

ID 942 is reported 38989 for Non-RP driving but he has actually the one who drove down the hill on the shore. Meaning that it was not really a possible way for us to go down on the shore and the only option was to go downhill.

They were demanded to pull over so we can collect fines but they proceed to leave and almost crash in the water.

As confirmed by Aki, even if we are in the city or outside the city, we can kill them to collect debt. No one on this server is pulling over when we issue demands to collect the debt so the only option is to kill them so we can finally collect the money.
