I believe the punishment is justified
They were there at the place because they were participating in the informal so event rule 1.2 stands.

As seen from your POV(

) its clear that you arrested/detained him by metagaming and just for the fact a ferrari rammed you, you can report him for VDM but again you used ID to arrest him ICly, so its Metagaming.
