I was banned for killing in a greenzone even though the person was outside of the prison. You can see the other Doc gaurds shooting and before this (30 secound pov) we where shot at by the doc gaurds so we waited for them to leave the prison (Greenzone) and they where given demands to leave the area. The POV isnt long enough to show the whole interaction. Also the rules state that these are the greenzones
