The person selling the car is my friend and I didn't know how to buy the car. I gave him his money and he sent me an offer to buy. I accepted without looking at the price. It was not our intention to break the rules or evade taxes.

Punishment is correct, you passed the cash then bought the car for cheap, that is Tax evading.
