I filed a complaint against a person and this person insulted my family twice and at different times and when I submitted it he was punished only by silence and this punishment is not enough from my point of view

This player was already punished by another administrator so therfore i cannot punish someone twice for one situation.
Mentioning a parent can be a mute or ban depending on situation and seeing as it was delt with I couldn't step over someone to punish twice.
I will leave this to higher admins to decide.
