Rejected DM, OOC INSULTS | ID 25473

After arriving to the area I stepped out with an ak and began walking around fib, without any demands ID 25473 jumps out of his car and began blasting. I find this to be DM. I had not aimed at him nor had I shot as he later claimed. This is DM and I do not understand how someone like this can be in FIB without ready any rules. He also uses OOC later asking if I'm "dumb" This is quite a OOC insult as he stated it through the OOC chat and not IC chat. He claims I OOC insulted yet it was all said IC and not OOC.

Please include evidence of the entire situation.
Also gave out punishments for 25473's OOC toxicity in another thread but same situation.

this is all I captured I had arrived to a backup call that there had been bloods and our boys following fib out of ghetto, I showed up and hopped out of the purple sultan and walked around.
