As You can see in the proof i was riding on the bike and he was wrong side and hit me with his car which is non rp driving and car ramming too.

Driving on the wrong side of the way is not an OOC rule violation. it is an IC rule break so you can complain about it to LSPD or SAHP to give him fines!!
