You can clearly see in my POV, he was driving a Kamacho and deliberately tried to CR and push the parked vehicles out of their parking spaces using his vehicle, this certainly comes under Car Ramming

Evidence are insufficient as you did not go to the area and provide ID of the player and close look at how the cars were being rammed
and also the player ID of vehicle were not visible at all​
