As per Rules for Filing a complaint pov must be of the person involved in the situtation and here its pov of the person who is involved and there is no rule like pov owner must do the complaint so the decision in unfair cuz the pov owner dont have to time to file complaint so i filled in the behalf of him!

Only Owner of the POV is allowed to Report with his own POV, third party Reports are not accepted.
