I visited vagos hq for collecting debt i collected debt from debtor i informend him as per rp then he start shooting without any warning

Ghetto Rule 1.5 is to prohibit gangs to start shooting from their HQ to outside and does not apply here.
However,
ID: 174813 will be punished for General Rule 6.8
( It is restricted to do any amoral actions in relation to an unconscious person(e.g. spitting))
ID: 255289 will be punished for Ghetto Rule 1.4/mg
(You are not allowed to enter on HQ of another gang without permission.)
It should not be surprising that a gang member kills you after you collect his debt after entering his HQ without permission! but that does not excuse the amoral actions to an unconscious player. Therefore, both parties will be punished for their respective rule breaks.
