This really isnt a admin complaint just a question why he reviewed my complaint like he did
He gave me a fine for no reason at all i never came in contact with this person. I dont know his Name or anything from him. How is it an IC Issue

Admin gave you response there already, it's completely an In Character (IC) matter you can sue them, calls a lawyer etc., any OOC rule break was punished.​
