Approved EMS GR 6.5, 6.12 and CR | 46955, 52128 and 91834

Hey guys,
A bit peeved about this one, but I hope adequate punishment will be given out regardless.

In summary:-
46955 and 52128 killed me without any RP or interaction while I was on duty.
91834 CR'd me twice on purpose with intent to kill.

• ID 52128 will receive a punishment for | General Rules 6.5 for shooting EMS
• ID 91834 will receive a punishment for | General Rules 6.5 for VDM on ems
