He turns himself in and then my rookie accidently uncuffs him he runs away and pulls out a scooter from nowhere.

A few Reasons why this is rejected
1. She let her out of handcuffs
2. she started running away because she got un-cuffed by the rookie.
3. you used lethal force, when she was not pointing a gun at you, could of used non-lethal next time, as she didn't pose any danger.
