why u reported RP situation in forum.
U can start dialog with him and ask someone from dept to ask fib to come for check guy (it takes 2 mins fib in tho other side of your street) . It would be nice RP. How did u know he steal it or someone steal it and sold in BM? Why u mixing in RP situation? He also doing UB animations.

RN u can go with evidences(bodycam) to fib and by rp they can start investigation. This is fully IC situation not OOC.
