Early life:
Rocky was born in Los Santos County General Hospital April 12th, 1991, to his parents Muddy Waters and Misty Waters both of whom were members of the Bloods street Gang. Both of Rocky's parents were mid-level drug dealers during the 70's and 80's but as the couple's reputation grew, they were able to make connections with the Mexican Mafia.
This gave them access to even more guns and drugs which they would use to gain power in influence in Los Santos. By the time Rocky was born his Parents established the M&M Cartel and flooded the streets of Los Santos with their product.
Because of Rocky's parents' reputation he couldn't go to normal school as his parents now lived in fear of assassinations from rival gangs and cartels. Rocky couldn't make friends like normal kids because of this.
The parents of other children labeled Rocky as the "little criminal" because of who his parents were. Rocky's Parents were constantly in trouble with the law but never convicted, as they were notorious for bribing and assassinating civil servants. Rocky would grow up sheltered learning about the streets from his father, and how to smuggle drugs from his mother. At the age of 21 Rocky was set up almost murdered by the blood's street gang after his recovery Rocky pursued a career in Law Enforcement.
Career Story:
Rocky joined the LSPD academy at the age of 21 he graduated at the top of his class with the Rank of Corporal and was recruited to SWAT and UC division in his time there.
He retired at the age of 25 as a superintendent. Rocky felt like something was missing he did everything by the book, but he couldn't seem to affect change in the city.
He knew two things: 1.) if he wanted to clean up Los Santos, he was going to have to get his hands dirty and 2.) If he was going to stop the flow of drugs and guns in the city, he would have to clean up the highways.
Rocky's career in law enforcement wasn't over just yet and he set his sights on joining SAHP where is knowledge of organized crime gang violence would serve him best. As time passed Rocky would rise through the ranks of SAHP eventually becoming the Sheriff and after a successful career in law enforcement Rocky considered retirement but after hearing that his former mentor Kaii Fox was elected as Sheriff, he decided to serve as the commander of SAHP.
From the shadows he protected the Sheriff and the Department from both internal and external threats and being able to boast that Sheriff Kaii Fox was never taken hostage he realized that he had accomplished all that he could and retired from SAHP and accepted a COS position at LSPD.
Outcomes:
1.) Rocky can arrest anyone who makes trouble with him and issue the person in question Bogus or Trumped-up charges (With sufficient RP reasons and use of try commands or the expression of emotion like hatred, or embarrassment)
2.) Rocky can fight in ghetto with his friends and pickpocket, rob as his parents raised him to excel at crime.
3.) Rocky can sell or use illegal weapons that he received from criminals or family.
4.) Rocky can smash and break bodycams (by using /try, 2 times per situation).
5.) Rocky can use his radio off duty to track LEO and criminal moments.
6.) Rocky can lie about the request of a lawyer and not show his ID to anyone in order to protect his identity.
7.) Rocky can harass and disrespect anyone as gang members do because of his upbringing and foul mouth weakness (Only in accordance with, Gen 6.10 and 6.19)
8.) Rocky can take contracts to escape prison (only with Darknet task, once per hour)
9.) Rocky can violate any state law be it the {CCOP, firearm law, Penal Code, procedure for detention and arrest procedure}
10.) Rocky can take bribes (up to 100k).
