Because too me seems everyone is alive, Also that vehicle seems to have bulletproof windows which admins have said is classed as an armoured vehicle and Im out of city and your transporting someone who may be a fam members what am I going to do ask you to stop the vehicle and let him go so you can then kill me?

Read the rules.

6.15 When outside the GHETTO you must engage in RP before shooting someone. For example issue them demands and if they do not listen to your demands within 5 seconds you can shoot them. | WARN

It clearly says, "you must engage in RP before shooting someone". SHOOTING

I mean you didnt engage in RP before shooting your 10-15 hence why you had to let him go in the end

So it's okay for you to just shoot without engaging in RP but not for others? Got it, Also why do the windows on that vehicle not break is it armoured may want to get that double checked
