Reviewed 148756 VDM+CL | 149015 Possible hack?

so we were having trouble with these 2 at the Capitol building, 149015 is knocked unconsious then put in handcuffs then 148756 VDM's the group which then the CL instantly after being knocked, so then walking over to 149015 he teleports away, no idea where he went to then appear across the road in different clothes even though he was in handcuffs?
