This guy is in cuffs and cars magically start flying all around the room, and it all magically stops after he combat logs. He was in cuffs, and nobody released his cuffs before he exited the city so he had to have uncuffed himself before leaving the city because i got no notification that he left the city at all and magically when he leaves all the cars stop flying around
